A hora-projeto como estratégia de incentivo à formação continuada de professores na rede municipal de educação de Campinas-SP

In the education system of Campinas, located in the state of São Paulo, continuing teacher’s education is addressed by normative documents as a way of stimulating teacher’s professional development and contributing to improving the quality of basic education. Aiming to encourage teachers to pursue continuing education experiences, the project-hour was created. Thus, when teachers carry out a project outside their working day, including courses, study groups and/or working groups within the network itself, they can claim payment for these additional working hours. Based on the results of a study that used document analysis, semi-structured interviews with professionals responsible for teacher’s education in the city and a closed questionnaire applied to a group of teachers, this paper discusses the potential of this initiative for continuing teacher’s education. The data obtained show that although the aim was to encourage teachers to take part in continuing education, there are problems in the development of the project-hour payment strategy that make it difficult to achieve this objective. The low value of the hours paid, the dependence on approval from the city education department, and the inadequacy of the courses on offer in terms of teachers’ needs are all elements pointed out in this regard.
