Abstract: This article points out reflections on the literacy proposal centered on the phonic method of reading and learning to write, presented by the National Literacy Plan (2019), of the Ministry of Education-Secretary of Literacy, which guides the teaching and learning of reading and of the writing of elementary school students-initial years and EJA through the phonic model. In this sense, it seeks dialogue with theoretical discussions about literacy and its pedagogical work brought by Paulo Freire, understanding that teachers develop diversified paths for the literacy process and that reading the word is reading the “world word” (FREIRE, 2005 ).
