Discussing the Potential of Open Educational Resources: An Exploratory Study

We problematize Open Educational Resources (OER) and their potential for collaborative production in education, emphasizing the characteristics of OER in relation to the prerequisites of legal openness, technical openness, collaborative culture and pedagogical aspects. The main assumption is that they would have the potential to encourage participatory methodologies and support teaching and learning in a collaborative manner. In this article, we present exploratory research that analyzed resources and repositories from Brazilian Federal Public Universities to discuss the intrinsic qualities and characteristics of OER. The results show that there are still challenges in the development, dissemination and, consequently, in the integration of OER with pedagogical practice at Federal Universities. Some paths were proposed that could stimulate the theoretical-practical development of OER more consistently in this context.
