Sistema Nacional de Avaliação no Ensino Superior (Sinaes): uma reflexão sobre o que dizem as produções científicas desenvolvidas no Brasil

Abstract

This article presents the results of a study that aimed to analyze the scientific productions that deal with evaluation policies in higher education, more precisely those that contemplate the National System of Evaluation of Higher Education (Sinaes) as the object of study. Methodologically, it was constituted as a qualitative and quantitative study, through which a bibliographic review was carried out in theses produced at the national level. The search for data in the Catalog of Theses and Dissertations of the Coordination for the Improvement of Higher Education Personnel (Capes) it occurred with the use of the descriptor "Sinaes". The results indicated the existence of 87 theses, and of this total, 39, published between 2013 and 2022, met the inclusion criteria: (a) be available in the Catalog of Theses and Dissertations of the Capes; (b) to approach the policy of evaluation of higher education from the problematization of Sinaes and (c) to have been produced during the term of Sinaes, that is, after 2004. The conclusions pointed out that Sinaes is a reality already consolidated in Brazil. As a public policy of evaluation, it has crossed several governments (2004 to 2022), configuring itself as an important tool to measure the quality of Brazilian Higher Education.
