The performance of the UN in the face of the COVID-19 pandemic and the guaranteeing of refugees’ rights in Brazil

According to the UN institutional chart, the World Health Organization (WHO) is one of the specialized agencies that act in a coordinated way to achieve the objectives established in the UN Charter. In the same institutional chart, there is the United Nations High Commissioner for Refugees (UNHCR), an organ active since 1950, affiliated to the General Assembly. This article, using the historical technique deductive-normative method, analyzes the actions of the UN, the Security Council and WHO, in response to the COVID-19 pandemic, the actions of UNHCR for the protection of refugees in Brazil and the impacts of the pandemic on migrants and refugees who are in the territory due to the closure of borders. To this end, it emphasizes the importance of including refugees in the vaccination and anti-pandemic measures concerning COVID-19.
