Abstract: Culture functions as both a political and educational instrument in the formation of citizenship. This study aims to present the impacts of cultural policies within the museum field on the development of Memory Points, Culture Points, and Community Museums in the Amazon region of Pará over the past five years. The monitoring of these impacts results from a collaborative research partnership involving the Forum of Community-Based Museums and Sociocultural Practices of the Amazon, the Study Group on Social Museology and Cultural Policies at the Museu Paraense Emílio Goeldi (GEMUS), and the Ministry of Culture - Pará Office. The methodology adopted is qualitative in nature and is grounded in an action-research approach, employing active listening with these agents. Documentary analysis supports the assessment of policy impacts on cultural production practices in Pará. It also provides a critical reflection on the progress made and the challenges faced in ensuring the sustainability of cultural initiatives. The findings reveal two complementary dimensions: 1) the reconstruction of community-based cultural policies, which generate positive outcomes by strengthening social participation through shared governance between the state and civil society, and by expanding cultural democratization in the state of Pará. 2) The fragility of cultural policies, which still operate through bureaucratic, exclusionary mechanisms that remain disconnected from the realities of cultural agents in the Amazon region.
